I have 2 questions: 1) Why did SADC peacekeeping replace EAC peacekeeping in the DRC? 2) Which peacekeeping forces, between SADC and EAC, are most familiar with the issues surrounding the DRC and the M23 conflict?
At most of the borders of DRC like many African countries, there are people of the same tribe speaking the same language on either side of the border, I know because I have been to most of them except Angola, only at the border with Rwanda has the DRC's government decided that the people who speak the language of their neighbor should be denied Congolese citizenship, removed from their ancestral lands and kicked out of the country. Here is the real question, why doesn't Thsisekedi and his xenophobic cronies ask any other border tribe to leave the DRC? Example; The Kakwa people are a tribe part of the Karo people found in north-western Uganda, south-western South Sudan, and north-eastern DRC. Rwandans are a tribe found in Rwanda, south western Uganda (Bufumbira), Eastern DRC (Masisi, Rucuro, minembwe my home), western Tanzania (Karagwe) and they don't all look like the stereotypical Rwandan, I mean, most of you will assume Rwandans look like President Kagame and you will be in for a shock, a large majority do not. Just search for images of this minister from Rwanda - Christophe Bazivamo, you might pass by this guy in Kinshasa and never imagine him being Rwandan.
Any body with some humanity who examines the plight of the Kinyarwanda speaking people of Eastern DRC would necessarily support M23, M23 are the only capable challenge to your activities and thankfully they are winning, they are our only hope. We will clean our streets secure our communities and build our country. Unless we take up arms against you, our wealth is our curse. We used to beg for mercy now with M23, we are safe and can live in peace, if in doubt, come to Bunagana, Rucuro, Masisi and now Goma.

My answer is that the EAC refused to fight the M23 rebels, which means SADC has accepted the responsibility to fight the M23 rebels.
You cant plow a field with a 30 year old ox, neither can you defend anyone with a defence force that has been crippled for 30 years
