I also have doubt in this but sir told that we have to concern about dynamic electromagnetic forces. Stat 2 : And during breaking the circuit breaker not operate just after fault but it will take 2to5 cycle so the current will be less .(stat 2 is my understanding)

After 2 to 4 cycle circuit breaker generally operate.
It operates in transient region as during subtransient region braker itself can get damaged
