It was on February 15, 2019, that India saw the birth of its first semi-high speed train capable of clocking speeds of up to 160-200 kilometres per hour (kmph). When the latest Vande Bharat train between Chennai and Mysuru was launched, the average speed was seen as low as 75-78 kmph, compared with an average speed of 95 kmph for the first train between New Delhi and Varanasi Normally when a train approaches station the speed is restricted at a maximum of 30 km per hour but due to old tracks and continuous maintenance work the loco pilot has to Slow Down The speed far ahead before reaching the station thereby loosing time This may sound rather questionable but it is true that time table of a train also govern the speed of that train. If compared to other countries speed of a train is set as per the distance travel by the train between source and destination station. But in India the average speed of a train is based on the number of trains passing on the track. This forces Railway authorities to schedule the train time table according to the congestion on the track which in most cases robs the speed of train.

Another thing to add is that Rajdhani speed was upgraded to 130KPH back in 1972 itself with the same rolling stock introduced in 1969. This reduced 45mins travel time. Howrah Rajdhani still has the same timetable since 1972. ICF coaches were actually tested up to 160KPH back in 1964. We already had the rolling stock to run trains at 160KPH since 1964.

DFC would even help the normal lines in an indirect manner. With the DFC in place, a lot of freight trains would move over into the DFC, which means capacity could be freed up on the regular passenger lines, which could give faster timetables.

I used to think just as you are saying until say an year ago. Later I started working with lot of working class , semi literate blue collar workers and it changed my outlook. What I found that they are very politically educated though they aren't english speaking and look sophisticated. They have a very good handle on what they want and in general their political choices aren't very much different to yours and mine. Now I think it is wonderful that even they have an equal say in our electoral politics so that they could at least balance out the priorities of the rich.

When electoral decisions are made, there is too much emphasis on "identity politics" which is not a case in pure capitalistic and market driven economy.
Politics should influence materialistic policies which also included civil liberties to an extent without much emphasis on identity.
In an uneducated system where people are not aware how much power they transfer to their representatives, it becomes dangerous.
For the namesake, people are very powerful but they struggle to get quality services while their representatives enjoy all luxuries.
Do you consider this as being "politically aware"?
Even war affected countries like Japan and Germany became developed in 50 years and India is still struggling even after 75 years.

I wasn't referring to any party but the political system in general.
People might be frustrated with congress for their slow or scarce development landscape but they did voted to Congress because of their sense of identity politics.
Congress played identity politics for so long and in the name of being pro-poor, they handed over bribe to electorate in the form of meaningless subsidies which never helped significantly.
Negligible investment on health and education.
No investment on alternate energy source and decreasing dependency on oil.
      Very less investment on infra.
Took 45 years just to open Indian market.
Lesser educated electorate could never spot on these bad policies and keep voting on identity.
BJP is also playing identity politics but they are investing where money should be invested.
And people are educated enough to highlight if there are bad policies in play.

But rather than Alstom building WAG 12, it would have been better if Indian Railways would have taken technology transfer for the loco as well. Now, as Alstom needs to run the manufacturing and maintenance of the locos, only 2 locosheds are operating the behemoth (Saharanpur and Ajni). The heavy goods trains of the Southern mineral regions could also benefit a lot from this monster. I'm talking about the Singareni Coal mines (Telangana), and the Iron Ore Mines of Kirandul, both of which transport enormous loads of freight, and yet are limited to shorter rakes and lower speeds because of the limitations of the existing locomotives.

No no that’s not the reasons , the correct reasons are:
    1) We have the same track for operating different types of trains like -Rajdhani, Shatabdi, duranto etc, Emu dmu, superfast mail and express, loaded goods , empty goods , oil tankers, well wagon train , material train etc etc
    2) bcoz of the differential speed we cannot run one train at 160 kmph and a emu service at 60 kmph
    3) There are no dedicated tracks for the entire railway , on most of the sections , the number of trains that can run in 24 hrs is saturated
4)Rolling stock , tracks , points and crossing, signalling both passenger and freight is fit only for the present 100 kmph range and upgrade is not possible under the present circumstances of tight budget
    5) most of the passenger services are highly subsidised since Indian railways is highly passenger oriented and has a basic social responsibility to keep fares and freight affordable to common man , and so on

      I agree with this
On questions asked by regional MP For Konkan Railway doubling, then RM Mr. Piyush Goyal straight away said that its not affordable. But a year back the RM was a man with vision Mr. Suresh Prabhu who was actually responsible to revolutionise Indian Railways had already approved the complete doubling project of Konkan railway and in that the first phase was executed.

As you said in the starting that the 1st rajdhani was in 1969 and it took years to increase the speed from 120 to 140.
India railways was not just about speed and rajdhani. Us being an underdeveloped nation just after independence, also there was hardly any connectivity in the small towns.
I feel the priority of Indian govt back then would have been to connect as much part as possible back then.
The engines imported to India back then we're mostly the rejected or old engines from other nations. We didn't have money to fullfill the luxury of rich class and give them rajdhani for every city.
Also, Indian economic conditions till 1991(introduction of LPG) was not good.
Mostly the trains were either on Diesel or coal.
Back then apart from speed, there would have been many needs of India. Setting up of industry which would manufacturers rail track, rail coaches. It had to take time.
Also, there have been great electrification since 2014.

Also one more thing. Often innovation is the result of fear, fear of going obsolete. Europe and Japan in 50s and 60s were experiencing a change in the way people were traveling. With the arrival of flights, the trains were under a serious threat of extinction which forced them to increase their speeds and as a result we got high speed trains. USA didn't do anything to protect their railway and today airline industry is the sole transportation method for travel there. In India too now we are seeing a rise in the air travel and people have started to leave railway, although we are still not facing the same existential threat as faced by Europe or Japan.

It is not speed you have to look at. Manufacturing progressed, and locomotives used today are indigenously developed along with lighter coaches for a long time. VB in a few years will not go around advertised 180 Km/hrs. It will settle to an average speed we are seeing today after the hype is gone. All freight should be on its dedicated line if at all Railways are going to improve the speeds. Otherwise, this is populist to rally the electrol base. We did not have the software industry to provide income for the country. The investments to develop the universities in the 50s through 90s has helped country to generate software income. Now the momentum. Is there to take advantage of. Hopefully, without corruption.
