One of the specifications for the ATF Program that begat the F-22 was the ability to take off from short fields. I worked at P&W during the engine/nozzle development and was present for a test run of one of the early prototypes. They ran it full burner for a few seconds, then pitched the nozzle full up, then down, then back to level all happening in just a couple more seconds. The object here was to point the nose upward before the control surfaces had enough airspeed and pointing the nozzle up would push the tail and lever the nose up on the main gear. Then the nozzle pointed down to push the aircraft off of the ground then level again for normal flight. I don't know if this feature is still incorporated into current F-22 flight systems but it would make sense if it were just in case they someday need to operate off of bombed runways or improvised fields. So long as you don't load the aircraft beyond 1:1 T/W simply pointing the nose skyward is enough for it to fly using thrust alone.

Honestly we don't know if the F-35 or F-22 can, with the exception of the F-35B. It has STOVL for the sole purpose of being able to takeoff and land from basically anywhere.
Military aircraft can definitely operate from roads. The entire interstate highway system is designed as runways throughout the country in the US as a result of the cold war.
american ones can't, if any debris get sucked into the air intake, engine goes boom, some russian jets can be cause they can close the intake at the front and open ones at the top, their jets are designed to take off from virtually anywhere, thats why on american airfields you have people constantly clearing the runways from any sort of vegetation or small debris but in russian ones they barely give a fuck

The lightning, at least one model(c model I think), is designed for stol. It wouldn't surprise me if the other models are somewhat above the competition.
It's the F35B that is capable of short take-off and landing, AKA: STOLV and are primarily intended to operate from aircraft carriers and amphibious assault ships as well. However, they could potentially operate from unimproved (dirt/grass, etc) airfields and roads. That said I'm not aware of them having done so.
