I wonder if a GPS tracker that gets published so that families can monitor the bus location with an app or website would be better than adding a noise generator. Then you have the telemetry from the bus at all times as well. The bus tracker app could also have a notification system that tells the user when the bus is a minute or two away so they can stay in their house until it's time to go meet the bus rather than hanging out in the weather waiting for it to come around the corner.

For some districts, they use a bus tracking app to see how far or close the bus is.
The noise is also for safety so people nearby know a vehicle is coming. Particularly folks with impaired senses.
