The ROMs can go anywhere you'd like, so long as you go to the "Settings" -> "Directories" menu and tell RetroArch where your ROMs are stored on your device / microSD. As for playlists, though, they can be a bit - "fickle" - about finding homebrew titles, so you might have to load them from the "Load Content" menu and then open them from the "History" section for future ease of access.

Strange. Just as a possibility, did you look in the Google Play Store or the Samsung one? I think Samsung has their own unique store with about the same app label as the Google one. Worth double checking, just in case.
Well, if you mean where to download them online, it's not permitted on TH-cam. However, if you mean where to put them on the actual SD card itself, you can really put them wherever you'd like. Then go in to RetroArch settings, them "Directory", then you can set the paths for the BIOS and ROM files from there to your specific location on the SD card.

I couldnt find it on play store either so instead Google retroarch apk. It will bring up a link to retroarch on the playstore.

Orrrr, if you live in UK, there's no versions. Fortunately, I have a galaxy phone, and it's on Samsungs own equivalent to the playstore.

Dose GBA, NES, etc. require also BIOSes? Not explained when the BIOS is needed
You need only the bios if you want to have the main menu of the console. If you only want to play the game, you dont need a bios file
