Have you looked inside to see if there is any obstruction preventing it from going in? Try rotating the filter clockwise or counter clockwise and see if you have better success. Because the filter is locked in place, it needs to be inserted the right way.
My Samsung fridge shoots water out of the filter hole when I try to replace it. Never happened the first few times I changed it and now it does it all the time. It's a mess.
Usually a little water comes out when you remove the water filter. Are you sure you are reinstalling it all the way down till it locks? Also, are ensuring the O ring on the new filter is seated properly?
Do you have to turn off the water supply to the refrigerator first? you didn’t mention that and my manual for an RF27T5201 said that must be done first.
It may make it easier to remove the filter if the water is turned off. I usually don't do it as I do not want to pull my refrigerator out each time I want to replace the filter. I guess you could also turn off the water at the street level but again, that just seems like a lot of extra work each time you replace the filter.
On my Samsung, to reset the filter light: press and hold the lock button to unlock, press and hold the icemaker button for 3 seconds to reset the filter light.
I am not sure. Are you sure your ice tray is fully inserted into your fridge? I had an issue with my fridge not making ice before. It turns out, there was ice that had fallen behind the tray that prevented the tray from being inserted fully. This prevented the machine from making ice. I would recommend pulling out your ice tray ALL the way out and verify there is no ice in the back.

I think it's absolutely ridiculous that Samsung requires us to TURN OFF THE WATER SUPPLY LINE BEFORE changing a filter! For us, that means strong arming the refrigerator out of it's position as a built-in appliance. We have a large one, which is a tight fit - and heavy - and that is just not going to happen. So we have to go out to the yard and turn off the main supply line to the whole house. dispense water from the fridge until the water is gone - replace the filter - then go back and turn on the water supply. And then we get to run all the water lines in the house to clear the air from them. It's so ridiculous! THIS alone is a reason I will never buy another Samsung fridge! 🤬 I thank you for posting the video. I was surprised to see you didn't mention the water supply line at all. I am curious if you did this process without turning it off - and you didn't get a flood? It would really help if you could answer that.
