figured it out. for anyone that comes here to find out; just hold the clip down like your pushing lead back in and put a new lead down the metal tube at the end. you don't need to remove anything.

For people living in the US, you can get this pencil on Amazon along with eraser refills. It's cost around 800 yen, but it's cheaper than buying a ticket to Japan.

Japanese stationary is very popular in Hong Kong as Hong Kong is Japan's largest overseas exporter. We have this Mono mechanical pencil for sale here as well. I have been longed to miss the Japanese stationary over my ten years stay in Canada. In my humble opinion N. American stationary is crap..They are selling it in a rather expensive price but not worth a penny....sorry to say but true. In Hong Kong, we get Japanese stationary in a relatively cheap affordable price. It is rather sad Japanese stationary are not popular or mass noticeable enough in N. America especially Canada. You're completely right about American writing tools manufacturers being bad quality. Btw Is it cheaper to important japanese writing tools and office/school supplies from Japan or Hong Kong?
