I don’t know what season this episode was but Seth stepped writing for episodes since season 7. Maybe he was involved in some of them later but not in all of them and each of them.
Let’s all be real for a moment, if someone you thought was your friend suddenly destroyed a valuable possession that helped you through your primordial years, you would be heartbroken. But the possession was just not a “toy” but a treasure. Although you can have it replaced, it wouldn’t be as easy to accept the lie.
So the reason why Stewie keeps fooling himself into thinking Rupert is real is because he’s capable of lasting forever, unlike Brian given his small lifespan as a dog.
