No elmers will make it stiff as elmers dries much harder than this stuff

Can i take off the old paper surrounding and replace it with a foam surrounding?
I hace a pair of old alnico speakers and the paper surrounding is almost gone.
How can i improve the bass for those old speakers?
Do You think that with a foam surrounding will sound better?

You will completely change the properties of those speakers. Do this only if it's last resort and you don't mind damaging the speakers.
