The workers in Taiwan have the most advanced ear plugs for sound abatement, and maybe gave you the impression of no welding protection, but they just showed something to speed up the film process. Taiwan is one of the most industrial advanced countries in the Far East. I lived some time in their country and can vouch for their safety, sound and physical, work places. The RED China may be the processes you describe to take places in the work. But, any welder will tell you, if you weld only a few seconds without eye protection, will never see much again for their eye accuracies. Taiwan may be a tiny speck in the ocean, but, it is a very safe busy speck.
