It's the hotel manager. Who, enraged and disgruntled by the destruction of his hotel, vows to lay waste to the west and their allies, while a dying Price watches on in fear, knowing that, while Makarov was dead, they had inadvertently created a new enemy

People have said it could be a couple of things:
1. It’s Yuri surviving the shot and rescuing Price but given it was changed to a headshot in the final product doubtful
2. Price is hallucinating as he’s dying and sees the ghost of either Zakhev or Soap
3. It was going to be one of Task Force Stalker saving Price at the last moment and setting up Ghosts
Could be either however the model of the mystery man is that of the FSO officer from the mission "Turbulence" in MW3 (2011)

It couldn't be a setup for ghosts I can tell you that much.
Remember by that time in the game a united south America was already at war with the USA. That never happened in mw3. Also remember the world was hit with the Odin orbital weapon causing deep craters around major city's.
So it cant take place in mw3s timeline.

@@Blaczek297 Don’t listen to the other guy. Agent 47, is actually makarov’s cousin. A deadly assassin with no rules or remorse, killing those in plain sight and in disguise. He had a handler as-well. He was taken out of mw3 right before release. Because of complications.

This has been documented on TCRF since... 2014. Only recently did someone bother to restore it.

I read all the comments, but no one mentions the option that he is mcmilen, because he was giving information but he could not personally interfere, also because he is in the shadows, you can't see who he is and he kept telling us to stay in the shadows, seeing that everything is over, he simply left

I heard from some people ghosts was originally supposed to be a Modern warfare game. If this theory was supposedly true.This would mean that if the cut ending was true, the ominous man at the end would probably either be the villain for the next game. Given that allegedly Ghosts was supposed to be A MW game we can suspect it to be Rorke (TO an extent).
Another theory that could sort of make sense given that the asset used for the ominous man seems to be from the "Turbulence" mission. This could potentially mean that the ominous man is infact a FSO officer who was likely surveiling the entire mission,"Dust to dust", and only walked to the room only to confirm that Makarov is actually dead.
I doubt the federation and Rorke would’ve been the villains in mw4 hell I doubt task force stalker would even exist
@Deathmare235 true. But Bare in mind, I'm saying this from the information that is provided from cod ghosts, being an alleged MW game in its initial stages. From what I've heard the story in the initial version is supposedly, mostly the same only difference being that the game allegedly was supposed to be set after a nuclear event which happened after the ending of mw3
@Deathmare235 and as someone already has said, concepts change over time. So the concept may have been very different.
Cod ghosts also uses some assets from modern warfare games, mostly sounds, but that are signs of being originally a mw4

I think it's death, he died in this alternate universe but in the OG universe, he survived cuz u can hear the sirens sound in the background bringing police and investigating.
Edit: i think it's Price himself leaving his body and walking to the light. Cuz if u look before he turns his back u can see a hat similar to Price.
Also, Price had very little to no hair in the MW2 remaster.

This is soooooo weird watching this Post Credit/Alternate End scene, it feels like we weren’t suppose to see this at all since it was never really brought up & swept under the rug never to be shown the light of day, it gives of a very weird vibe from it & that it was recently discovered after 13 Years is insane! A Very interesting find for sure..
When I was young expected McMillan to come out and congratulate price for everything and that's it.
Possible Fact Check: Price sadly dies due to blood loss, maybe.. If you can see blood on the floor, more starts to spill out, and price seems lifeless, after he drops cigar. BUT HEY, THAT'S JUST A THEORY, A GAME THEORY.

Fun Fact: The Mystery Man Model Is just the captain for the FSO in that aeroplane mission.
For some reason this being the main reason leads me to believe the mystery man is , just an FSO officer who aided, nikolai and Price into finding and eliminating makarov. His appearance at the end is probably only for him to walk in and confirm that makarov is gone

And remember what Shepherd told Soap about revenge before our mate tried to stab him. I think Shepherd would fill-bill if it was confirmed it was really him at hotel. However I wish devs at least kept the "drop cigar and fade away" part of ending in the final game.

But still, the idea behind it was quite on point.
My head canon is that this guy is some invisible mastermind who manipulated practically _everything_ in the trilogy from behind the scenes as part of some incredibly well thought out "long game," including anonymously supplying the Four Horsemen and providing them with the means to stage their attacks, putting Makarov and Shepherd on the path to starting WW3. Except WW3 is only part of this mastermind's grand plan, and his ultimate goals go far beyond a global conflict and towards something much more sinister.
This character would be so powerful, so unknowable, that they would go completely undetected by TF141 and their allies, who would simply assume Makarov was behind everything, until the very end when he appears out of the shadows to observe Price's handiwork, essentially a reveal that the Four Horsemen were never truly behind any of it, before walking away to continue with his dark plans for the world, leading into MW4.
Why this guy is there in the hotel in the first place would have to be explained later, but as it's a luxury hotel I'm sure there would be some "hidden in plain sight" explanation. He appears to be wearing a suit and tie after all.

What if the guy standing there is a Federation high ranking officer that was on a mission to kill Makarov since he was threatening the Federations future. If u actually close up to his face he looks like Ramos from Cod Ghost, Price just got to him first

One person that isn’t mentioned in the final ending was Nikolai. It’s possible he was in the facility to pick up Captain Price, but since he died on the scene, it faded off into the image.

This, Nikolai was on the van when the mission began, it makes sensei he went up to aid Prince and Yuri
This scene was a real tear jerker for me. As a Veteran of OIF and OEF, when this game released and I got to the end, it hit too close to home for me and I had to take a break from cod for a while.
Interesting seeing a veteran find CoD relatable, because I'm used to hearing vets make fun of CoD as a ridiculous misrepresentation of the military and constantly say "This isn't CoD" to teenagers.
Heres my theory: It is Rorke, Protagonist or antagonist, but not the same one we know, this is a completely different Rorke that has nothing to do with ghosts. This Rorke could be a different nationality Rorke, but since MW4 got scrapped/cancelled, they implemented Rorke into Ghosts as the one we know. Not to mention the unknown person is wearing something similar to a cape, witch CODM Rorke has on.
It makes a lot of sense. If we look at their shape, it could be that they reused this 'mysterious man' to make the Rorke skin in CODM, they also based Rorke on him.
As far as i knew, MW4 never got considered

The person who leaked the video, vlad loktionov from yo yo (the person who restored the scripts) broke the camera in the cutscene and took a closer look at the mystery man and uploaded it on his channel yesterday,it isnt zakhaev,yuri,rorke or anyone you would think rather it was a russian secret service working for makarov behind the presidents back, probably the next villain setting up MW4 being a fresh start with new characters as the 4 horsemen were dead and with price dying too in that leaked scene all the people in OP Kingfish also dead.

If you increase the brightness of the video you will notice the mystery man kinda look like OLD MAN ALEX MASON (like he looked in black ops 2 ending)

@@Cloaker86 before the new mw reboot time line was made there was a thought of the og mw timeline and the black ops timeline were connected. And there was connecting links like Price's father being the man who was assigned to kill Mason after brain wash
But as they created the reboot timeline they actually made the new timeline connected to the black ops timeline and the og mw timeline became their own standalone timeline story

Why would Roke even want members of TF141 dead? They aren't ghosts. Lots of head cannon going on here. Also my personal head cannon. Price died at the end. Makes the most sense. He was surrounded by the Dubai Police and everyone else was dead including makarov. It just seems fitting
While that is the case, remember that Rorke is working for the Federation (South America basically) which has the US (backed by NATO) as their enemy and so Task Force 141 would be a target.
What is this is the angel of death just signifying that Price's time has come?
It probably had some merit if things went differently but now it’s probably just a deadman seeing ghosts

If that's Rorke, my theory is that all of the events in the MW2 and MW3 were planned out by him or he did played a major part in it. Maybe he was supplying Makarov or using him as a pawn and when Makarov got killed by price, he came in to either confirm Makarov's death or just to get a glance of what happen before disappearing into the dark and maybe that's what sets up Ghosts. Makarov is dead, the world is pretty much destroyed or in chaos and TF141 is gone. Rorke could use this perfect opportunity to start setting up his own big plan which would deal a fatal blow to the US and pretty much start up the Ghosts storyline.
If CoD Ghosts was setup like this, that game would be 10 times better imo

If price actually passed out dead then this means he at least died a peaceful death after killing makorv. And I have no idea who that person was that was looking at price.

I actually think this might be Major Hassan Zyani think about he was probably supposed to be the next villain character of call of duty modern warfare 4 and he is bald but I think sense they scrapped it. They probably wanted to focus on the new Call of Duty games in the future so that’s why I think this is probably Hassan.
That style of walking and that way of tilting head is like what the new Shephard did few times in COD Modern Warfare 'Reboot' (2019, 2022, 2023).

I think this is Nikolai because he was helping Yuri and Price in that mission so maybe he came to check on Price and Yuri because before Price jumped on the chopper he told Price that Makarov is in the chopper and is ready to fly away and after Price killed Makarov he didn't tell Nikolai anything so maybe he came to see what happenend to Yuri, Price and Makarov.

It might be Alexi Makorovs right hand man from castle mission with price he was in the Security room.
My ideas on who it is -
1. Shepard as he only got knifed through his eye and people can survive from that.
2. Rourke - looks the most like rourke + makes sense as too ghosts being the next game by infinity ward.
3. Death itself/satan - far fetched but a cool idea as makarov tells price he's going to see him in hell in mw2.
Shepherd couldn't survived the knife, it's already hit his brain

The connection you make for Rourke doesn’t work unless the Ghosts timeline was meant to be different. The Federation would’ve been forming during the events of MW3 which yea makes no sense unless it would’ve been further down the timeline.

I was kind of thinking Rorke from the beginning, the way he leans over and looks at what happened kind of looked like a Rorke mannerism.
Option no.5 - it was just ghost of yuri or someone else's captain price was close to
it was General Shepard, cause you can see he threw cigar just like during the betrayal scene of k*l*n Ghost in MW2
I think it was another villain. Like a big bad who probably funded The Four Horsemen and had the same goals. He appeared to be wearing a suit and tie in one of the frames where he is walking in and the sound of the shoes matches it, it was probably a set up for another game but it got scraped and it looked like he came for Makarov and saw that he was dead and saw price laying there and left.

This is like what I used to believe and still do believe Call of Duty Ghosts being MW4 or Modern Warfare 4 named Ghosts and if this ending was removed or originally leaked before 2013 then maybe it would be the reason MW4 is called Ghosts seeing no one knows how WW3 ended and MW3 wasn’t the ending
Watching at half speed here's what I noticed. He's carrying a bag of some sort. Puts it down. Then picks it back up as he leaves. Not sure if this helps at all.
OKAY so the Person in the Background is wearing a suit with a Long Tie if you look at his suit before Makarov swings in front of the Miseries model he's gotten a mustash as well he has a bandana as well so It could be hudson from Black ops 2 but maybe not or it coulod be rorke or sheperd / Rorke bc of the Bandana /Sheperd bc of the Mushstash. or maybe it was a scrapped character what they never used.
Maybe when they were developing rorke's model they could off given him a suit or mushstash.
Maybe he sees the devil in Zhakaev's body before he dies, since in MW2, Capt. Price responds to Makarov after he says, "See you in hell," with "Greetings to Zhakaev if you get there first." You know what I mean?
At first I thought it was Zakhaev because if Rorke can survive a 44 Magnum to the hart then I don’t know what is possible but a total new villain very possible
i have 3 theories,
1. setting up mw4
2. death coming to price
3. Zakhaev as a ghost or hallucination. Remember at Price and Makarovs last conversation on MW2, he says "see you in hell" then "give my regards to Zakhaev if you get there first". Well here both Price and Makarov are dead/dying and Zakhaev has come to welcome them to hell.
That’s probably John Wick that came to kill Makarov, himself only to find that someone already did the deed, so he just dipped. 😜
Honestly I think Price lives through that. Usually there is symbolism with the 'light going out' when a character passes, like a cigarette or cigar. His does not burn out.
Btw the original videos was actually posted by bogdan konstantinou and not Watchful wolf. Watchful wolf's video was based on yoyo1love's discovery and Bogdan made the first video on this so he deserves credit
The man in the end credits is meant to represent death which is why he is a very basic looking character that is also completely hidden in darkness this is also why captain price seems to suddenly die as soon as he leaves showing that death has taken price

What if it's Nikolai coming back to save price because we never see or hear Nikolai die.
If it's Rorke from COD: GHOSTS it also could mean that the mysterious man is Logan Walker?
I dont think Price is dead, and I feel like the mysterious character may be a halusination and it is Captain Price from Cod 1.
My best guess is that Infinity Ward and Activision meant with this ending and the mysterious man to signal more to come, pretty much in the form of MW4. However, the plans were scrapped and it was cut from the final game.
Just noticed that the new general shepherd from 2022 wears a suit and is bold, and we know because of cod zombies that traveling between dimensions is possible

my theory is that the shadow man could be nikolai or frost or rorke or maybe someone new that was supposed to be inroduced in cod mw4 but was later canceled by the developers

Theory #5: What if the shadow man was Nikolai who was blending in the crowd giving intelligence to Price and Yuri as they infiltrate the building as he is Russian and could easily spy on Makarov. Hence why Nikolai manages to control the Cameras and Elevators in the Hotel

Now the stories did not officially connect at the time, but what if they were teasing a connection and it was Mason. He was alive in BO2 which was 2025 and MW3 was 2017. We got the whole Perseus connection with Russian nationalist now, so maybe they were planning that type of story way back before trying out the future stuff. Plus it sorta fits into Mason failing to make sure Dragovich was dead in BO, so this mysterious figure making sure Makarov was dead could fit into Mason learning his lesson. We know they use random peds sometimes, so the character being intentionally obstructed may not be the final appearance.

Actually this character is indeed a character in COD Ghost but this character is far than what you guessed and there's this TH-cam channel in the name of Major Alex and he noclip to the person in the end and the person isn't bald and doesn't wear a trench coat and what he said on that video that this mysterious man is probably Victor H. Ramos, an agent in Call of duty Ghosts, and Major Alex said that Victor and Makarov had a meeting in Hotel Oasis. And this man really appeared on COD Ghost but COD Ghost has other titles like Call Of Duty Modern Warfare Ghost or COD MW 4 but they stayed on Dall Of Duty Ghosts.
