I adopted this solution without using an external bootable iso of Win10, but from cmd in "Advanced options" of "Windows recovery environment" and with Windows 10 build 1803 user panel didn't change user password, i think Microsoft fixed this security bug, but saved me from bootloop caused by driver verifier! Great solutions for repairing system mistake in recovery mode with no user login! Good job!

Starts @ 4:30 Boot with any bootable live cd Go to Windows -> system32-> Delete Utliman.exe and create new File as Ultiman.exe Reboot and Click on easy of access symbol Type "control userpasswords2" and press enter Select administrator account -> click on reset password -> create new password

There are other ways to do it but if your PC it's locked by an email managed account, this is the best way cause you can delete that account. You can delete that account and than you can activate the Administrator account. You will do : net user Administrator active After this just reboot the pc. You will see the Administrator account

So I know this is a late reply but you can actually once you are in that control panel section just add yourself as a network administrator, you don't think to reset the password or change thing around you can just give yourself the admin through the control prompt

Benjamin Green you need a flash drive and an ISO file then there is a software named Rufus you download it and use it to burn the window ISO file to your pendrive

Thank you so much, I had a computer that was stuck in safe mode and nothing at all would work without my password, the only thing I did different was went in at the end where you get there command prompt on the login screen and deleted the safe mode value and rebooted again and logged in with my pin.i had been working on my computer nearly 8 hours and forums after forums and then one video and here's a fix

I followed every step but I was still denied access for resetting the password (and I absolutely didnt want to lose all my files) so heres what I did: I opened the cmd using the ease of access button just like in the video, then typed in "notepad" The notepad opened, then I pressed file > open then on the bottom of the tab that opened I switched from "only .txt files" to all kinds of files. Then I went to windows > users > my user > and then had access to all my files (sorta, cause i couldnt open them). So I put a flashdrive on my pc to copy all my files to it. I pressed on the right side of the mouse on each file i wanted to copy and selected "send to > my flashdrive" because just pressing control + c, control + v wasnt working. then, after having copied each file i didnt want to lose, i just reset my pc to factory settings. There you go, that way you dont lose your important files and still manage to reset the pc safely.
After almost seven hours trying to fix the problem, this video was the only one that worked. Thank you very much

After you change password and close User Accounts.

Close Command Prompt and login.
