ATC ACSES Running Newark to Trenton

Added the ATC/ACSES system to ACS-64 600. A challenge, but properly enforces signal indications. Even AI trains behave accordingly, obeying the restriction instead of the track speed. I didn't use the overspeed setting as the overspeed monitor is buggy.
