a filter is a piece of hardware or a software plugin (vst, dxi, aax are a few formats which these plugins use), that sweeps across an EQ band to give the impression of a bass cut or cutting the top end off (high hats, white noise sweeps etc), when used with automation you can get that muffled (in a good way) squelchy sound which repeats over the backing groove as you hear in this track. filter house generally refers to a type of house music which was pretty big circa 95-05 & which is now making a comeback. also some people call french house filtered house down to the way the groove was filtered and repetitive.
