If they wanted to produce this phone by now they’d be trying to produce for one sole purpose and that’s to bring in big sales on first day. The making huge profit would be very difficult, because not many people want a paper phone where you only got 1 to 2 options. Second customers although spend up to $1,300 for a new phone wouldn’t spend more than $50 on this new tech. We do have the means to produce such a product but only in small quantities and that renders the business owner or producer useless with little money in sales to reinvest in a better concept etc. You could argue that in 15 to 20 years this technology could be better accepted, but it’s still just a paper and in 15 years the other competitors like Apple or Samsung could well be making paper phones too. So yes it’s possible to do, but you’d really need to create a market for them in the first year of producing them.
