You are giving your mother in law an allowance yet still she treat you like this and your husband is not working. It is time to stop giving your mother in law the allowance. It is time to serve your husband with divorce papers and cut ties with them.
I would not trust Rachel to keep paying anything or to keep the place clean and impeccable.

Why don't they rent through a realtor? That way, they'll realize the value of real estate. Or OP could say "I don't want to rent to her because she says mean things about me".

The husband does not see the condescension or cruelty of Rachel to her, clearly he does not give his wife much status, thinks she is lower in status than his wife. Had that from husband and low life in-laws with loud vulgar voices.
Do you realize OP is the only one working? MIL shouldn't be so picky, neither should Bob or Tom or whatever his name is.
