Seniority for promotion-How seniority of the government employees for promotion to higher grade/post is determined and how interse and relative seniority is decided?What is vacancy roster and feeder grade for promotion to higher post?How the seniority of the govt employees under suspension,undergoing penalty,on deputation,foreign service,study leave and long leave is decided and whether they retain their seniority or not?When a SC/ST candidate is promoted by rule of reservation,what happens to their seniority and whether General/OBC candidate regain seniority over SC/ST candidate ,if promoted later by DPC?

माझे शिक्षण इयत्ता 10वी, सन 1998 मध्ये.. टायपिंग 1999 मध्ये झाले होते
सन 2008 मध्ये चतुर्थी श्रेणी मधून पदोन्नतीत अंतिम निवड यादी मध्ये मजेनाव क्र. 37 वर होते. क्रमांक 30 परियंत लोकांना पदोन्नती दिलीगेली होती... आणि त्यानंतर माझे पदोन्नती न होता माजी पकदोन्नती ही सन 2010 मध्ये झाली...मी सन 2003 मधेच पदोन्नतीस पत्र होतो...सन 2010 मध्ये पदोन्नती वेळेस माझे काही सहकार्मी ज्यांची नियुक्ती 1995 व 1996, झाली होती त्यांनी टायपिंग ची अट 2006 व 2007 मध्ये पूर्ण केली होती म्हणजे माज्या 2003 च्या पदोन्नती नंतर... परंतु आज रोजी ज्येष्टाचे याडीमध्ये त्यांनी नियुक्ती ची अटीवर मला त्यांच्या खाली ठेवण्यात आले आहे...उपरोक्त विषय हा ट्रेनिंग मध्ये ही त्यांलोकांनी आपणास विचारले होते... आपण त्या वेळेस ही त्यांना नकार दिलाहोता....सर ह्या बद्दल काही मार्गदर्शन किंवा ग्रुप असल्यास कळवण्याची मनः पूर्वक विनंती... 🙏🏻🙏🏻🙏🏻

If someone is in promotional panel under consideration for DPC and considered fit by the DPC despite undergoing major penalty at the time of promotion.
He will be given promotion at the end of currency of penalty but what will be his seniority at that time.

I have joined in a Central Govt department in 2015 where i was completed my probation & hereby confirmed in that service in 2017. Then i have taken Technical Resignation with LIEN from my deptt to a post in state govt.
While i was on LIEN period in state govt, some staff were given promotion on an One Time Relaxation basis (OTR) to the next higher post in my parent central govt deptt. In that promotion list I was in the very first position in the seniority list & if i was there in my parent department, i would have been promoted first. But the main problem is that at the time of promotion i was not informed.
Now with prior approval of my parent department I have taken permission to revert back to my parent deptt within my LIEN period & i have joined my parent dept accordingly.
Now as all my juniors have already been promoted, what will be my seniority???? & as per rule would i be promoted also with notional effect along my juniors ???

Time 21:00, can relevant order be provided, as I know anyone who is on deputation (he will definitely be on his own volition) will be given option either to come back in department for promoiton or he may opt for proforma promotion
In our organization there are various offices controlled by the Head Office. I will name these offices as Branches and controlling office as HO
Now for Group A & B cadres of all Branches, powers of recruitment, promotion etc. are with HO
For Group C, powers of recruitment & promotion are with Branch.
There is no confusion regarding seniority list of Group A & B cadres since it is maintained centrally by HO and seniority list of Group C Cadre are maintained by the respective branches at branch level as per norms.
Now if an employee of Group C cadre (recruited in year 2010 on long term contract, regularized in 2013) from one branch (A branch) transferred to C Branch, what will be his seniority at C branch where he has joined after transfer.
Will he be at the sr. no with other employees who have been recruited in the same year ? or will loose his seniority and will be treated as new employee at Branch C.
Kindly guide in the above please.

सर मेरी 21/02/2000 में नयुक्ति हुई थी और 19/05/2003 रोस्टर के अनुसार प्रमोशन मिला मै सिनीयर्टी लिस्ट के अनुसार कई लोगों से आगे हो गया लेकिन अगली प्रमोशन मे समान्य वाले लोगों को मिली और मै फिर जुनियेर हो गया

In a common seniority list of Steno, Mr. A is senior and Mrs. C is junior. After some time for vacancies of 2018 and 2020 two seperate LDCEs (Skill test only) were conducted on the same day at different time. Both the candidtes appeared in àbove 2 LDCEs. In Ldce for vacancy of 2018, Mr. A not qualified but Mrs. C qualified. In Ldce for vacancies of 2020, both mr A and Mrs C qualified. First dpc was held for 2018 vacancies and Mrs C promoted. In the same year second dpc held for promotion of 2020 vacancies and mr A was also promoted. Now in seniority list of promoted post I.e. PA, who will be senior, Mr A or Mrs C. Pl clarify.
Mr C will be senior , earlier DPC candidates en block senior to later DPC

चुकी Assistant engineer ki promotion me degree ke saath saath 3 year ka experience chahiye aur mera diploma ka experience 1/3 add hoga to mujhe es dpc 2023-2024 me promotion milaga sir.
SC category joining date is 1992 and general category joining date is 2007 but general category promoted on 2023 and sc category with same post.Comment please.

अगर कोई कर्मचारीं last ३ ईयर से डिपार्टमेंट में ही नहीं हो without इंटिमेशन के और उसका कोई भीं। सम्पर्कनहीं हो जैसे की वो जीवितभी है या नहीं कुछ नहीं बता और डिपार्टमेंट से उसकी सैलरीभी स्टॉप कर दी गई हो भी भी उसको फिट माना जाएगा
मान लीजिए किसी कारणवश DPC लेट होती है तो प्रमोशन के बाद effective date of joining kya hogi... कृपया बताए।

I am joined on 19/06/213 in the post of tax assistant in cbic on the ssc examination 2011. Some my junior staff has regularised in the post of sta (now executive assistant) 01/04/2015 as per nr forma rules and some junior also regularised on 01/01/2021 as per new recruitment rulesi.e senior 10 year and junior 08 years .I also regularised in post of executive assistant as on 15/02/2023.

उनमें सिर्फ ग्रेड 3 (फीडर ग्रेड) और ग्रेड 2 के रिक्रूटमेंट रूल्स है।
ग्रेड 1 में सिर्फ प्रोमोशन के बाद ही जा सकते है इसिलए उसके रिक्रूटमेंट रूल्स नहीं है।
अब ग्रेड 1 और ग्रेड 2 मर्ज हो चुके हैं।
यदि ग्रेड 3 का कर्मचारी प्रोमोशन लेता है तो वह कौनसी ग्रेड में माना जाएगा?
यदि डिपार्टमेंट ग्रेड 2 का रिक्रूटमेंट कराता है (ग्रेड 1 और 2 मर्ज होने के बावजूद) तो सीनियोरिटी किसे मिलेगी?

Sir, please reply,I would be obliged to you.I was selected for LDC in 2011 in wb state.Failed candidates filed false case in High Court.62 out of 70 were joined.But 04 were withheld.No stay order.Now after court case dismissed,04 joined after 2 years 8 months.In between 70 LDC joined in next recruitment.Initial Gradation list me these 04(2011 year) senior tha.Final list me 70 LDC (2012 year) were made senior over 2011,kyu ki these 04 LDC,2011 sal bale ko 3 sal nehi hua for confirmation.Department hum 4 jon ko bad me joining letter diye the.Now, where will be the seniority of these 04 LDC (2011) for udc?2012 ka LDC pahle UDC ban chuka.kyu ki us time 04 LDC were not confirmed in service (3 years not completed then). When selection is from two different cadres, inter se seniority is maintained as per quota prescribed.The remaining candidates are bunched at the bottom .It is correct.

अगर कोई व्यक्ति एक ही समय मे दो पोस्ट जैसे clerk और Auditor दोनों में प्रोमोशन के लिए फिट है पर फिलहाल auditor पोस्ट में ST कैटेगरी को सीट देने के प्रावधान के कारण वह सीनियर होते हुए भी DPC द्वारा प्रोमोशन लिस्ट से बाहर हो जाता है पर clerk में प्रोमोशन मिल जाता है। लेकिन अगर अगली जब भी auditor में प्रोमोशन की पोस्ट खाली होगी तो पहला व्यक्ति वही होगा जिसे प्रमोशन दी जाएगी पर clerk promotion ले लेने पर फिर उसे consider नही किया जाएगा तो अभी क्या करे clerk प्रमोशन का ऑफर लेटर स्वीकार कर क्लर्क प्रोमोशन ले ले और जैसे ही auditor की पोस्ट आएगी वो अपना clerk पोस्ट से वापस रिवर्ट के लिए आवेदन देकर फिर से वही seniority वापस पाकर auditor का प्रोमोशन ले सकता है क्या ?
इस सम्बंध में नियम क्या कहते है कृपया अपना मूल्यवान सुझाव देकर मार्गदर्शन करें सर🙏

No, if you join the post of clerk, there is no question of promotion to the post of auditor later.If you revert,your seniority will not be counted for promotion for the period you have worked as clerk.Moreover you will have to revert within 2 /3 years, and if promotion for auditor does not take place within 2 years, then what?

@@rcroy9591 it is applicable in all cases of lien and technical resignation.Suppose you are confirmed on the post of clerk and thereafter vacancy for auditor arise, then you can not claim promotion for auditor.Then if you revert you shall be placed at the bottom of seniority,hence not elegible for promotion.
