One thing to add. I found that with the bottle cutter setup shown in the video, use lefthanded scissors for the starting cut. No, the scissors are not just for lefthanded people. You will see the blades are on opposite sides. I found with cutting the starting strip, the lefthanded scissors made a cleaner cut because of the angle of cutting. If the righthanded scissors work for you, great....but if you find your starting cut is jagged, try the lefthanded.
You're either running the constant cooling fan on the heatsink, which we don't want -it can mess with heating temps. or...Your thermistor is temperamental, which they can be very sensitive. Maybe release the screw a lil or make sure there is no break in the wire.

what is the heating element? i guess u scrapped the 3d printer its from the 3d printer? ... i feel like this could be made waaaay simpler, like, it just need a switch to power the motor and maybe a potentiometer, the computer is overkill, but i suppose u did with what u had and know

Seaming takes practice and time - among getting it down correctly in order to run through your printer without issues. I personally use a filament runout sensor for my own pulls and works a charm among what I've used it to print with.

Great - I would like to print all the parts, what are the settings? Is 2 perimeters and 10% cubic infill enough?

i had to shelf my setup, I can never take the filament I create to put them together for a large spool
Have you tried using a small track of PTFE tube and some heat joining both sides? I might create a video doing that as soon as I finish my setup.
