Wow. I didn´t expected the 1994 Ps1 hardware to have a chance here. But despite the Ps1 version having the typical texture warping and lower resolution, it still managed to have better lightning effects than the PC version. Actualliy, the PC version seem to be using the same Ps1 car models but rendered at higher res and with stable texture mapping. It looks like the Ps1 game running on Duckstation with high res redendering settings and texture stability improvements.
Obviously, the PC version is far superior. However, the first PC version of the game, released in 1997, is based on the PSX game, which is why it's not that impressive. The second version, released in 2002, is clearly next-gen compared to this 1997 PC version. But even DuckStation isn't capable of adding reflections or other effects that can be seen in this first 1997 PC version.
It's easy to forget the anti-aliasing properties of crt. The image really was clear and interlacing was a problem that was solved I feel. It's the conversion to flat screen that spoils the image. This game looks really cool though. It reminds me of that Polyphony Digital motorcycle racing game for the PS2. One of the view games I covert. It for some reason looks really good when you can see all the pixels on a low res motorbike.
I never looked these versions up before and wasn’t sure what to expect. The PS1 looks decent enough but, tbh idk what I was expecting for the PC version, but it wasn’t this. I was expecting something closer to the DC/PS2 version. They really did go out of their way to remake it for the 6th Gen consoles!
PCs were so much ahead at this point. Having said that, PSX had a vastly superior light-sourcing effect. The only console that has such vidid lighting, pretty extraordinary.
The PS1 version is actually a different game, even though the titles are the same. It wasn't just textures and lighting that were reduced, whole assets have been stripped out due to the console's limitations.
I actually like the PS1 version the best. It plays really well and has a great third person action camera which makes it feel exciting. It's more arcade like than the Dreamcast version.

Considering the limitations, and the PS1 was 5 years old when this game released, I think it did a pretty good job.
