Yeah, the commercial special buildings DO provide jobs, you just didn't have the patience for a company to move into the building so that the company could provide jobs.

So from what i've seen, you can add farmland under the overpasses, you just have to avoid the pillars. Try dragging around those and making a crazier looking farm land.
Would love to see some of those slightly funkier angled junctions used in the residential areas - can always add in some no left/right turns and asymmetrical roads so it doesn't cripple the traffic

As long as you hover around there, economists actually consider this to be full employment. a health economy has some vacancies which allows for both lateral and vertical job movement. I like how this game actually tries to model this. also, I think having more educated workers serves to lower the input costs of a building making them more efficient. This means more profit, which you could increase taxes on. Alternatively, for a fixed tax rate, this increased efficiency means an increase in wealth for that building which is the basis on how buildings level up.
Farmers would absolutely not have given up fertile land for another company, even an industry one, to build a non primary building, like a dairy manufacturing plant. That goes on the outside of the pasture, allowing the fertile land / pasture to be used by the primary producers.
The reason for your grid problem is because you are trying to put a road on top of an existing road 😅 if you draw the grid slightly away from the existing road you can draw connections in 😊
I don't know how it works in Cities Skylines, but you definitely don't want livestock too close to a central water source; it contaminates the water, and cryptosporidium and giardia are no joke.
