I understand that you are receiving event code 76.28.01 error on your printer.
I will do my best to assist you.
Step 1: Reset the printer
Resetting the printer can clear the error state.
With the printer turned on, disconnect the power cord from the printer.
Unplug the power cord from the power source.
Wait 60 seconds.
Reconnect the power cord to a wall outlet and to the printer.
note: HP recommends plugging the printer directly into a wall outlet.
Step 2: Plug the printer directly into an electrical outlet
Plug the product directly into an electrical outlet to make sure that the power source functions correctly.
Disconnect the power cord from the rear of the product.
Unplug the power cord from any power strips or surge suppressors.
Plug the power cord directly into an electrical outlet.
Reconnect the power cord to the rear of the product.
Press the Power button () to turn on the product.
Try the task again.
If the issue persists, try a different electrical outlet.

and then disconnect the power cord from the printer.
When working inside the printer, you must turn off the printer and disconnect it
from the power source to avoid injury from electrical shock.
Next, slide the paper tray out of the printer until it stops.
Lift the front of the paper tray up, and then slide it all the way out of the printer.
When the white bushing at the end of the pick tire shaft is not correctly installed on the shaft,
the printer reports error code 6100002D or 6100002E.
Also, the shaft may move back and forth excessively.
Here is the shaft shown outside the printer for demonstration purposes.
Rotate the shaft in the printer so that the notch on the black disk next to the pick tire
is facing toward the right side of the printer.
Locate the white bushing on the end of the shaft.
The white bushing might be incorrectly positioned on the shaft.
If it is, slide the white bushing toward the end of the shaft.
Hold the shaft close to the pick tire with one hand to keep the shaft stationary.
Use a screwdriver to slide the white bushing into place.
Insert the paper tray back into the printer.
Reconnect the power cord.
And press the Power button to turn on the printer.
Verify that the printer initializes correctly and no error message displays.

+Faiq crikcrik Please try turning the printer off, unplug it from the electricity, remove the cartridges and then press the power button in the meantime its disconnected, for around 20 seconds, then disconnect the printer and turn it back on. Check if printer is going back to ready, if so, insert the cartridges and try to print.
HP x451 printers are garbage. Avoid them. Have 3 and barely made past warranty period and now are paperweight

Already been through support. I just am out of luck and the replacement head is $400.
Reason I was sold on these printers was the video HP had out that even said that the head would last the life of the machine. Well come to find out as I and many others have is that I guess the life of the machine is just after warranty period and the Head must be the life of the machine.
