I recommend starting off with a Kawasaki with a reed motor like the 92 and newer 550SX, any 650 or 750. Do a compression test and make sure it has good spark. The first project ski I brought was a Seadoo. After working on Kawasaki skis i won't touch Seadoos. Too much of a pain in the neck.

Bought a 94 spx for $400 with a trailer. Ended up needing to go through the entire motor, but still not a bad ski for under $1000

I just took my 1995 Seadoo GTX out. At least you tried to get it going. The carbs and fuel system can be tricky on these old 2 strokes.
I’ve owned three 90s Seadoos and they all had the original gray fuel lines which caused a lot of fuel problems
What material were you using for the new seat cover?
Marine vinyl. My local Hobby Lobby sells it for pretty cheap
How much are you looking to get for the carbs where are you located?
