The problem was not the party or the alcohol, the problem was that he was inside the suit very drunk. He was dangerous, he could have injured someone withour purpose.
Honestly I hated all of Tony's 'allies' in this, Pepper, Fury, Romanov and Rhodey most of all. The traitor.... They should be more grateful and than that dirty Rhodey steals his suit and pretends to 'stick his neck out' for 'this guy' who's saved all your asses...... whilst betraying him to Hammer Industries AND the corrupt government organisations

There was a line later that there are biometric lock outs that prevent unauthorized use. Rhodes was programmed in as an authorized pilot. Part of Tony's final victory lap, I guess.
Scenes like this really made the Iron Man suit more believable. Sure it's a flying tank loaded to the gills with weaponry. But it's also just a cool toy that Tony has that he shows off. It's like showing off your cool new sports car to all your friends.
For everyone saying that Pepper and Rhodey were wrong in this scene, I would like to point out that neither Pepper or Rhodey at this point knew that Tony was having health problems due to his arc reactor because Tony never told them about it. As far as they knew Tony was fine but was acting very, very recklessly. He wasn't communicating with them. (Well, Rhodey knew but he didn't know that Tony was dying from the arc reactor) Tony was in the Iron Man suit very drunk and doing careless and reckless things inside said suit around normal everyday people and if he would have done some serious damage like (injury someone) then that would reflect bad on not only him but his company as well. Which would have given the government complete ammunition to take away his Iron Man and go after his company completely (which they were trying to avoid). So, Pepper and Rhodey did the right thing. Tony was being reckless, immature, and careless in this scene.
I didn’t realize what he was saying at 1:24 until my second or third rewatch, but when I finally managed to catch it, I couldn’t help but find it really adorable (in an obnoxious, dorky sort of way). The entire movie while he’s sober, his ego won’t let him tell Pepper exactly how much she means to him, even when he thinks he’s dying. But when he’s drunk enough that he has no filter anymore, he can’t help but randomly yell “I love you!” at her.

In the next scene at the donut shop, Natasha say that there is a security that prevent anyone from just taking a suit. Since Rodhey just did, it's understood that Tony purposefully allowed him to take it. So they were already only coded to Tony since Mark II, but Tony allowed Rodhey to also fly his armours. He probably did not do it with the other armours since, by that point, Rodhey had the War Machine armour so he did not need one of Tony's.
