I think a lot of people just don't know about bsp files having bundled in sound files. None of the voice lines or phonograph music from Sinthetic were ever uploaded either for what seems to be that same reason (hell the phonograph doesn't even seen to be documented anywhere online lol).
Assuming you're talking about the fisherman from HL2 Lost Coast, then no that was Jim French and he's sadly been dead for a few years now. He also voiced Father Grigori and Bill from L4D.
