for this specific example yes burning bridges has special rules that are only at the start of the quest but it also copies the same special rules that are in the journal so you don't have to keep looking back and forth between the books. But most quests aren't like this and you just follow the special rules in the quest book and just read the fact check/conditions table to see if anything else applies to you depending on previous choices you've made in the campaign.
No this is correct. I chose adventure card C (the card is called counterespionage) which leads me to the text in the journal, there is a branching narrative that can lead to either quest 3 burning bridges or lead to quest 9 the Third Eye depending on the choices you make. In my example I decided to follow to quest 3 burning bridges

just after one minute you refer to going to the rulebook. Is it not the journal?
you are correct I said "rulebook" when I meant to say "journal" like I followed in the example.
So when setting up a quest it looked like there are set up and special rules in both the Quest guide and the Journal, is that right?

Do you start the campaign with a week 1 NPC for each hero?
No just the initial NPC cards. They won't provide you any quest power so you will want to purchase Week 1 NPCs as soon as you can
Wait.. you get access to Adventure Card C after the tutorial? I got D & E which is an orc quest and what looks like an undead quest. How do you get C?
you're correct this is a mistake, you get cards D&E after the tutorial not C
