In this sport, as long as some spin is put on the ball, it will have a better chance of going over the net; you need spin, and without any spin, the odds of the ball going over are very low even though you might surprise someone from time to time.
Anybody in the top 125 ATP Rankings actually does not hit flat at all in a regular groundstroke rally. Very windy condition, the US Open rarely has a nice weather, either windy, or extremely humid and hot, or both. Not a good place for a grand slam, overrated.

No, there's an aspect of velocity coupled with depth. Otherwise even a lob/slice would be "penetrating", if deep enough.
