How can you know if your brakes are not properly bedded in?

Wife’s bike has cable discs. The front has good grab. The back sucks.
I sanded the pads as deceived in one of your other videos. After re-installing there is still no bite.
I just went through a bedding procedure with no change.
Any suggestions?
