Ive gotten 8 hat drops, 2 paint drops, and at least 20+ description/name tag drops over 1200 hours (over the course of 11 years on and off playing). It seems like I'm just really lucky because I see lots of people who have way more hours than me and have never gotten a free hat drop.
my best drop was the laughing taunt, this was years ago before you could equip more than one taunt and you had to equip it in the same slot as the hook and stuff, this was in an old account that i lost access to because i was like 8 years old lol
this happens when you pull an item from market, I pulled my pyroland case, died mid game and said "you found pyroland case" in 2024. dont fall for this type stuff new players ,,,,,,

For premium accounts yes. You can get anything that is base rarity with a couple exceptions. You can even get taunts, paints, nametags etc,
