The copper won't end up in the garbage what will happen is one person will get the license and then start buying scrap copper illegally from people and then he'll take it in obviously you'll pay The scrappers less than they would get if they would take it in so they just created a black market for copper now

Certain contractor licenses will allow a person to scrap copper. Plumber and electrician are the obvious ones, and I believe ship captain is also one of them. You might already be licensed to sell copper. Check the laws.
I just sold what I had collected over the past five years, on 12/30/24, It got me $68., taking it out of state would cost half of that, and a $250 licence is out of the question. So I guess any copper I have in the future will be used as fill in the old barn basement I'm filling in. I think they want us to just put into recycling so the city/county can profit from it. I'd rather burry it than give it away.

@@JackStraw1961 For someone like you, yes it wouldn't pay to get a license but to sell it to someone at a cheaper price that does hold a license. for me i took in over $10,000 of copper last year legally collected but i do remove it out of everything so if i lived in that state i would pay that fee to continue on. That might chase the price up in that state if less turn it in,maybe?
In Florida, we just have to present our ID and sign and give a thumb print. They also take a picture of what you recycle. Recyclers, gold buyers, and pawn shops must make the databases of these records available to law enforcement. (I used to write software for a gold buyer here). I regularly recycle copper, aluminum, ferrous metals, brass, and circuit boards and have no problems. No license fees needed. Only thing I can think of with higher restrictions is catalytic converters.

I've been scrapping since the 80s. I quit in 2011 when the Scrapyard said they needed my picture for me to be able to sell my scrap copper. While I was doing that, they took a bucket of scrap brass off my truck that I was never paid for. 😮 I turn my recycling into the county place now.
Focus on the silver lining: Folks decide not to scrap, thus the supply goes down, demand continues to increase, thus more money for those scrappers that stay in business.
My opinion, save your copper. Buy others copper at lower prices if possible. When it is worth it, jump the border and sell out of state. You may have to go into the other state a ways though, there will be a lot of other people doing the same, and prices near the border might be a bit low.
Good luck enforcing that law. A high percentage of scrap yards are crooked and will accept copper from anyone. Catalytic converters are a fine example. 2 guys show up with a bmw with trunk full of convertors. Seem legit? No.

Pain in the ass, but considering how careful the scrap business must be, it's understandable. I'm not a big time scrapper, but if I had to buy a license to sell my scrap, I'd quit.

I had to wait 1 morning when the brinks truck was still there loading up the machine, running late. no one was allowed in the building when they were there. the other yards just hand you the cash. oh, the atm at alter rounds up or down too so if your change amount is under.50,rounds down but if you have change over .51 then it rounds up so you never get change there, just green cash. it evens out.

First let me say that I'm not a fan of punishing everyone, especially those who try to follow the rules because of the bad apples in our society. I scrap/recycle full time in North Carolina and would be very much against such a law. As a full time recycler, I understand how hard it is to stop scrap theft: AC compressors, car batteries, CATs, and copper. I hope there was spirited debate in MN about this law and other alternatives. When I was in FL we had to get a secondary metal recycler's certificate in order to sell what the state classified as "controlled" materials. The SMR certificate cost $60/year and you had complete a one time criminal background investigate which cost around $100. This seemed like a reasonable compromise solution. But it also did not include ICW or other copper scrap. It's easy to say, catch the criminals and throw them in jail. But that is much harder in practice. The police are already very busy and I'm guessing most copper thieves wouldn't cross the threshold for grand theft. I know REMA pushed back against this law but lost the fight. Bottom line is that thieves are to blame and have made it made more expensive and harder for law abiding citizens to help keep copper scrap out of landfills.

wonder if it is a way to track people? not just looking for thieves but people that don't pay taxes on their scrap. if you pay that fee and don't report it on your taxes they might go hmmm, something isn't adding up here. around here they have me on file because i went to the yards too many times a year. if you go more than 4 times i think it is they make you put your driver license number on file and gave me a scrap number to use that matches up to it. didn't know when the one yard took my drivers license and i was in there 2 days later and they handed me my own scrap number. back in my hayday i was in there3 times a week during the summer months every monday, wednesday and friday. oh i agree it is a way for them to get more money out of you but i think there is another motive and not just that extra $250 from everyone.

@@steveherr450 Scrapping isn't a Trade Or Business as defined in the internal revenue code in 26 usc 7702 (a) 26, or anywhere else in title 26. Nobody cares about scrappers paying taxes, they want to bankrupt family farms and convert them into corporate farms.
i mean while it is bad for the small people in the long run you could make a more lucrative business out of it by collecting that copper scrap from others and using that license to cash in. if people don't want to pay for the license but want to get rid of it they'd likely pay you to take it because most dumps and landfills charge for that kind of waste and for what it's worth they'd rather give someone like $5-10 to deal with it for them! i'd rethink the whole thing as an opportunity instead.
Here we had same problem just show i d and address where it came from lasted a little while then went back to normal but new houses had wire and plumbing taken out over a weekend and had to replace cops didn't do anything hell they would catch them and release them no problem i caught some people stealing from the sand company and called the guy running the place he was responsible for it they arrested them and told him to go figure an amount so they would know what level the charge would be he did his part and went to court and they already released them before being charged never heard what happened but got caught stealing big job and went to prison don't know for how long and i go down to burn the coating off my copper and he comes and says take are stuff said ok we will split it the commercial stuff big thick heavy stuff got a good chunk of change and went to give him his half said get me a case of beer said I was going to anyway but said all he wants is a case of beer so I did ok on that one but he told me im the only one he trusts to give him the right answers when it came to what we got felt good knowing that 😊
Or pay 200 get your licence. Then set up in a garage somewhere buying copper illegally from those shady types. For less than market of course then resell it to actuall scrap yard.

In Australia, they no longer pay with cash or check. A scrapper has to have a bank account that a direct deposit can be made.

Here in New Brunswick CANADA We get 10cents per aluminum can at the redemption center

oh i agree it is a way for them to get more money out of you but i think there is another motive and not just that extra $250 from everyone.
Why would anyone ever pay taxes on scrap?
If anything they should be claiming a deduction for how much they lost on its value scrapping it in the first place.
@@papapsych2746 yeah i can understand the person that drives a car for a few years and decides to take it in for scrap, they don't really care about that person. . The ones they want to go after are the people making a living scrappng and not paying uncle sam his cut.
@@steveherr450 Scrapping isn't a Trade Or Business as defined in the internal revenue code in 26 usc 7702 (a) 26, or anywhere else in title 26. Nobody cares about scrappers paying taxes, they want to bankrupt family farms and convert them into corporate farms.
i mean while it is bad for the small people in the long run you could make a more lucrative business out of it by collecting that copper scrap from others and using that license to cash in. if people don't want to pay for the license but want to get rid of it they'd likely pay you to take it because most dumps and landfills charge for that kind of waste and for what it's worth they'd rather give someone like $5-10 to deal with it for them! i'd rethink the whole thing as an opportunity instead.
Here we had same problem just show i d and address where it came from lasted a little while then went back to normal but new houses had wire and plumbing taken out over a weekend and had to replace cops didn't do anything hell they would catch them and release them no problem i caught some people stealing from the sand company and called the guy running the place he was responsible for it they arrested them and told him to go figure an amount so they would know what level the charge would be he did his part and went to court and they already released them before being charged never heard what happened but got caught stealing big job and went to prison don't know for how long and i go down to burn the coating off my copper and he comes and says take are stuff said ok we will split it the commercial stuff big thick heavy stuff got a good chunk of change and went to give him his half said get me a case of beer said I was going to anyway but said all he wants is a case of beer so I did ok on that one but he told me im the only one he trusts to give him the right answers when it came to what we got felt good knowing that 😊
