Yeah. Although I guess since it uses the GBA internals in the DS it's not technically an emulator

DSXL and DSI doesn't have that slot in the bottom to play GBA games, Nintendo doing nintendo games.

I have a question good sirs. As someone who owns a 3ds, will having a 3ds make any meaningful difference in what r4 emulation experience I have? Will that open or close any doors?

Not for DS games, no. I am not sure about GBA Roms, I usually play them via a GBA flashcard.
