I will really appreciate your reply
Every country has their own governing laws so not sure what the selection criteria will be. I will suggest you speak to an educational agent they will be the best to advice.

No immigration won't ask for your ielts. the most important document immigration needs is your confirmation of enrollment from the school, your travel documents and bank account
Yes just to prove that you will be ok living in Australia and also paying the rest of your tuition fees with living expenses in Australia. With students you can always use bank statements from your parents and tell immigration they are the once sponsoring your education.
