Provide evidence of your parents’ or partner’s income in the form of official government documents such as tax assessments less than 12 months old. We won’t accept bank statements or direct evidence from an employer" the last paragraph is the one that confused me, they are saying they do not accept bank statements, is this something new?

yes you can. you need an offer letter before you can apply for your student visa. So you can appy to countries and i guess you choose the uni or country that is most suitable for you.
