Until I got my ultrasonic parts cleaner, I almost exclusively used WD40 to clean parts. It will usually soften up most old hard greases. Once I’ve cleaned with WD40, if the parts still feel gritty, I will wash them with dish soap and hot water. Then I’ll rinse them well and blow dry. If the grease is particularly hard in the gears, I use a large safety pin to scrap it out and then use the WD40. In my parts cleaner, I use mineral spirits for grease on metal parts and vinegar on metal parts with rust or corrosion. I’m trying to keep plastic and painted parts out of the cleaner.
In most reels using this basic design they use one there. However, in this instance they chose to save a few pennies and not put one there. It still works fine without it.

Seems strange they wouldn't/don't have a drag washer behind the E-clip.
