For people use PowerPoint 2010, if you can not make use of Function "Merge Shape" which is available only in MS 2013 and 2016, we still can use a trick of breaking the circle into 2 parts by cropping image (here it is the image of the circle that is filled by the background color) function. You draw a circle with background color and same size with the eye. You save it to an image. You insert back again then and crop whenever we have 2 parts as the clip. Hope it helps.

Which version of PowerPoint you are using?
Merge shape is only available in PowerPoint 2013 & 2016 :(
