Electricity and AC are very cheap in China, so people don't care about the appliances. The AC is not working because it has not been turned on. Each hotel room has a remote control. Hope he turn on it , or ask the hotel staffs who will solve it immediately.

The red blue and yellow line are called rainbow marking or tourist marking, they make the road look brighter and they have reflective paint which glows at night when light falls on it.
These lines are reflective glow in dark and help improve safety on road
