Good description! One thing PANE appears to require is simultaneous active entertainment shows - so a juggler's booth only counts towards culture when it's active. So you might have enough booths to covers your population but still need to build more schools so you get enough active shows to actually count.

Great tutorial, thank you. I feel like the temples, enterainment and population requirements still need a lot of balancing, as right now we have to start building what are essentially rating and population sinks on the edge of maps quite early in campaign progression. I genuinely hate having to feel like cheesing the mechanics is unavoidable because we literally can't build workable housing with enough culture rating/industry, even with the recent patch.
I agree. I wish it was based off the availability to houses. Like okay, 100% of houses have access to a juggler, ect. Basically make housing evolution requirements meet with ratings.

Thanks so much for this guides! Without global pool. How do you get 100 % coverage? Do you attend culture gids etc... every little house in the middle of nowhere.
tnks for the video. i already finished the game but in one of the missions, maybe that one, culture was also 80 and i did everything that the game required and sugested until i got no more sugestions to build. i use your exact loop and maybe the problem, after i saw this tutorial was that i built my jugglers booth all across the city and didnt put jugglers schools enoufh near them. maybe like you said in the video, i had the building but it was doing nothing because i didnt had any jugglers performing, maybe, i dont know kkk

No. Basically you need to meet same stats. It will effect prosperity more due to slums
