I'll be honest, back then I always thought she was based off the Lass trainers, odd as it may be to have a random trainer in art with Red and Blue like that.

The artwork also appeared in Nintendo Power magazine; there were several issues of the magazine which included Pokémon mini-booklets in the back attached to the inside of the spine along a perforated edge. This is also how they chose to reveal Mew to U.S. audiences, and the promotional "Mew giveaway".

I'm just spit-balling here, but do you know what would be cool? If green and blue were your two rivals in the game, and whoever you lost to more became champion (If you always beat both in every encounter you just fight Oak).

Honestly would be cool if Game Freak thinks of making another actually originalish gen 1 game staring Green, let us play through events right after or during the events of Red and Blue's adventure

Fun fact: in Japanese the PC is Red and the Rival is Green. The girl is Blue. In releases outside Japan, they released Red and Blue and the Rival became Blue.

I remember being in the mall in the 90s walking by a book store with my mom not being able to go in but a manga or magazine caught my eye of pokemon but could of sworn the pokemon on the front is one I've never seen before

Sugimori probably draw her after the game was finished since he made the art for the guide he wanted to give each starter a trainer, the manga took inspiration from the guide art.

Her original name is Blue, because "Gary"/Rival originally in Japan is who represent Green... ☝🏼🤓
