Here is the thing. Combination locks like this are tricky. Even if you knew the combination, the odds of opening it on the first try are pretty low. And I have to agree this is a low value lock. A crackhead looking for a score could bust that lock with minimal effort.

There are probably any number of stronger defenses that would have been sufficiently inconspicuous. The point is, people look to break into stuff, not knowing what's inside - the lock suggests value of what it's protecting. If you lock something big enough with a lock that's small enough, it's inevitable that someone's going to try and break in.

Fun fact. A "brown" US issue passport is given to federal government employees for official duties outside of the US. That type of passport alone would probably have avoided the need of half of the other passports Yuri had obtained illegally.
Back in the day, I use to joke that when I travelled overseas I carried two passports. The brown and the blue. The blue is what I turned over if required by local law. The brown is what I used to get the hell out of dodge if I was in a situation where I needed to turn in the blue. Never ever came to that, but I still had a backup plan in place in case it did.
    :Post edit.
Just to clarify, I do think it is illegal in many countries to carry more than one passport when entering the country. So if you are in a position to go this route, you probably want to carry both on your person until you clear airport customs. It might look bad if you get selected for a random check and they find the second passport in your luggage.
