Keeping them unemployed (unassigned) is not the best. Unassigned families prioritise construction works over their backyard gardens. It's better to assign them to not so busy jobs (e.g. beekeeping) or those there only husbands/men will work (like mining) and women will anyway stay at home and do gardening.
It's a very interesting thing, I found it most effective to keep them unassigned, I know that if there are constructions to be done, they will prioritize the project before the garden behind the house, but I didn't miss the vegetable production, I will also try the option with mining as you said to see if I see any differences or not.
