The goal was to promote road trip by delivering his brand.. which he couldn’t have done better in the 5 minutes he had, IMO. Road trip brought in 119 million worldwide from an investment of only 16. The movie wasn’t even that great with critics but with appearances like this he left people curious. Now it might seem tacky or over blown but again back in 2000 many people had never seen this kind of thing on a talk show, and it worked pretty damn well.
He was ahead of his time and I credit him for opening the doors for people like Eric Andre, Jackass, Tim and Eric, and the like. Back then, I don't think Tom Green's brand of ultra-absurdist comedy had really been in the mainstream yet until he made the scene. Monty Python could be considered as pioneering absurdist type comedy into the mainstream, at least as a cult classic, but Tom took it to such an extreme level with his more abstract style and really primed the masses for the kind of stuff Adult Swim became popular for.

In my opinion, all those quips she makes about decorum, manners, and lifestyle, are NOT part of an act. I would imagine she finds "gross-out" humor irritating to no end.

They were one of the first shows to do stunts in public and capture the public's responses which basically made the audience unwilling participants in his performance art. I think Andy Kaufman would've loved a lot of the things that Tom Green ended up doing specifically because it was so unconventional at the time for comedy especially.
