In 1971, Cheyenne Mountain sent a nationwide alert by mistake. Back then, every part of the system required manual operation. Less than half of the broadcasters in the US actually did what they were supposed to, but even then, many stations broadcast the alert and were waiting for the President to speak to explain the emergency. It took more than 30 minutes for Cheyenne Mountain to cancel the alert because they couldn't find that day's cancellation authentication words. It would have been logical to send a real nationwide alert on 9/11, but it was never sent.

I don’t know why, but now I really want to work for my country’s/local EAS, so interesting. The only thing is that you need to quickly send the notification out, and writing a script takes a considerable amount of time, a natural disaster or missile threat comes very, very fast and sending it out takes quite some time compared to these civilian threats.

Writing a script for an alert actually doesn't take as much time as you'd think, as long as you have all the details that you need for it. People that make fake EAS alerts here on TH-cam have had much practice with that.
