My guess? A radio horror show that pretended to air an EAS message about a fictional scenario as part of the show, broadcasted tones similar to that of SAME EAS tones, at least similar enough for a few TV stations to recieve and interpret them as if they were SAME tones.
If the radio station actually did that, they would get fined a heavy amount.
Whenever a radio broadcast or television program broadcasts the SAME headers, as you said, the equipment will mistakenly think it’s a real emergency alert, setting off a fake alert.
A big-name television channel actually got fines for broadcasting the tones in an episode of “Young Sheldon”.

A test alarm went off yesterday in america on everyones phones at 2:20pm. My class thinks there is a serious reason they did a test alar like that since we already have multiple emergency alarms such as amber alert, hurricane/tornado alert, etc. The world has gone on too long and we are just ruining it even more with pollution and things like that
Look up ascension on any platform. I took my child to the mountains during the test and turned off my phone. Why send tones and beeps and electromagnetic waves?

And now big cable goes silent and doesn't want to cooperate with LE to arrest someone violating the very law _they_ alone lobbied the hell outta Congress for decades ago!!
Only update since then, I guess, is that now Spectrum owns Time Warner, Cox, and every other SoCal cable/ISP, except for AT&T (which is very picky about where they provide service). Yay monopoly's are legal again. So happy I don't have a choice anymore, nor any competition to leverage against Spectrum's price gouging!
