That is correct. In the International waltz there are no apart movements. This video is for the American style waltz. in this style there is a great deal of freedom.
I very much dislike underarm turns in waltz or generally the breaking of closed hold in standard dances. But the video is clear and probably very useful to those keen on learning the American style rather than the International style.
A waltz phrase takes 2 bars (measures) of music so 2 x 3. Thats what composers wrote and what dancers counted - until the invention of commercialized British dance teaching called "international" about 1925. Music often count in 3, as written, but the best play in musical phrases of six.

I was so uncomfortable with the 4-5-6. It sounded so wrong. I'm sorry. It's just 1-2-3 on loop for the Waltz.
