Reshuffling in Google Form is done to eliminate copying of answers by someone who is looking over your shoulder or looking at your answer. He can not copy your answers, because the order of questions has been changed (reshuffled) for each student, keeping the total number of questions and their contents the same. This is very important features in Google Form to keep answers by individual student anonymous.

Yes actually. You can click the green spread sheet icon in Responses and get all responses in one spread sheet. Also you can select individual responses, copy, click on the three dots below and...I forgot...finally paste it in the same spread sheet below.

The option of shuffling questions is because sometimes the order of the questions leads to biased answers, so if you shuffle the questions you can hope that statistically the bias will disappear or at least be reduced. On some occasion this option can be quite useful.

What about once the form is submitted, where is the data from the form?

I believe it allows you the option to have responses populated into a spreadsheet in google docs that can be exported if you like
