You do not have to ADS before you draw the arrow to get the damage buff. You just have to not let go of your aim before you release the arrow. It's definitely a learning curve. But I love the utility.
Tried it out in private match and it seems that it's when the arrow hits that you have to be aiming down sights, so have to keep in mind at longer ranges.
I got my adept whim with tactile string, straight fletching, moving target and gutshot. Draw time masterwork. 5/5. Has 58 accuracy and 540 draw time. I can only hope bungie adds adept draw time and or adept accuracy.

Any bow is a two to the body shot kill in pvp.
