Here's my opinion about eas. Even though something very serious is happening, don't scare the people, make your alarm calming. Try not the scare the heck out of people. Like Japan's. It helps and works better that way Please don't make it like Kuwaits in 1961. Just don't panic the people so they can pay attention to the instructions and follow them correctly.
the Brazilian eas (1755) took place on November 1st. A great earthquake in Lisbon Portugal, made a tsunami that devastated Europe and Brazil as well. It says in the Wikipedia, that the following year 1902 there was an Earthquake in Guatemala. It reaches 7.5 magnitudes and it is severe. It says that 800 to 2,000 died in just one hour. Honestly, this EAS alarm sounds beautiful and pretty chilling. I told my friend what happened by reading the Wikipedia and playing this on the background and she starts to scream :)
