I think skaters would be classed as pedestrians - wearing boots, striding, etc., in which case they're allowed anywhere on the public highway, including bus lanes.
LOL, and some of my friends commented on how still the video was. I think the only way to get a slightly quieter view is by holding the camera on a monopod.
Interested to watch this to see which route you skate from Victoria to Hyde Park Corner, although because of the mounting, not a very good view. I wonder if mounting it on your shoulder would give a better view with less motion sickness.
There are streetsweeping machines, but most of the "sweeping" is done by the tyres of motorvehicles. This is one reason why I don't like cycling in cycle lanes - too much sharp debris.

Nice one, Mikey ! Is skating on the roads common down there, as no-one seemed surprised. Never seen anyone skate on the roads up here in Edinburgh.
I look extra tall because the camera is on top of my helmet, and I'm on top of skates that are 12cm tall.
The camera is a VIO POV.1 helmet camera.

LOL, thanks! 30 isn't that fast mind, I averaged 32+ over a marathon before, and I'm not the fastest skater by a long way.
