Stanced cars are modified vehicles with special suspension parts that lower the vehicle. Basically to get the body of the car close to the ground. In a lot of cases you have to change suspension geometry so much that the wheels have a lot of negative camber/wheels looking tilted bottom outwards. Cars sitting closer to the ground has many aerodynamic benefits but people mostly do it to make their cars look cool. There's a bunch of communities that are interested in lowered cars. Should check em out :)
In gta online you can lower most cars by shooting the bottom of the brake disc with normal tires(also 0% armor). But tuner update cars have an option to lower vehicle height in the interaction menu
