He talked about singapore, hongkong, etc, but even Indian neo- industrial development boomed and jndian economy boomed after NRI were given red carpet welcome to invest as they wish and take away money as they wish, with clearly laid out procedure. रातीकाे २ः३० देखि ३ः३० बजेकाे शान्त वातावरणमा र भएभरकाे पूर्ण हाेस् हवासमा, वैज्ञानक @Kapil Paudel सर सँगकाे पाेडकाष्ट सुनेर याे लाग्याे कि नेपालमा ल्याएकाे समावेशीता के कामका लागि हो ? जहाँ २७५ जना साँसदमा १ जना पनि Merit Minister छैन, विषय विज्ञ छैन, अथवा शिक्षा, विज्ञान तथा उर्जा सम्बन्धी मन्त्रालयमा समेत अहिले सम्म् सम्बन्धित विषय पढेकाे बुजेकाे मन्त्री भएकाे छैन। HoR को २७५ सांसदमा १ जना र ५ वर्षकाे कार्यकालमा १-२ वर्ष स्वतन्त्र रूपमा १ जना विज्ञलाइ मन्त्रि भएर काम गर्न दिनुस, बरू संविधान नै संशाेधन गर्नुस विज्ञता सहितकाे समावेशीताले देशलाइ भलाे गर्दछ । याे वर्तमान राजनीतिक समावेशीताले त साँसदलाइ गणपुरक संख्या पुगी संसद अधिवेशनमा भेला हुने संस्कार सम्म पनि दिन सकेन । फेरि पनि Sagar Dhakal ज्यूकाे आशयलाइ पैचाे मागेर, वैज्ञानक @Kapil Paudel Sir ko रगतकाे आशुलाइ साक्षी मानेर, Innovator Mahabir Pun Sir ko मेहेनतकाे कदर गरेर तपाइ माननीय सांसदहरू प्र.म. लगायत राजनीतिमा लागेर देश र जनताकाे भलाे गर्दछु भनेर सपथ खानु भएकाे कुरालाइ स्मरण गरेर गहन विचार गर्नुहाेस् ः
१) २७४ प्रतिनिधि सभाका सांसद तपाइकै राख्नुहाेस् बरू (existing inclusion कै) र, केवल १ जना देशभरिमै विज्ञहरूमध्ये १ सीटमात्र भएपनि (वैज्ञानिक, इन्जीनियर र वाैद्दिक व्यक्तिलाइ दिनुहाेस्) समावेशीलाइ वास्तवमै समावेशी र देशकालागि सफल बनाउनुहाेस् , नाकि साँसद पदको लागि। Is inclusion without a single merit-seat worth to the nation? (फेरि भन्नुहाेला National Assembly का ५९ साँसद विज्ञ हाेइनन् ? त्याे फेरि पनि शुद्दत राजनीतिक आडमा तपाइहरूले नै छानेका विज्ञहरू हुन, याे प्रस्ताव जनताले नै मुलुक भरिका विज्ञहरूबाट पनि विज्ञ १ जना मात्र भए पनि Merit Minister बन्ने (at least one seat reservation for merit minister via election) को लागि कानूनी तवरले ढोका खाेलीदिनुस् र विज्ञता याेग्यता अनुसार शिक्षा, उर्जा जस्ताे मन्त्रालयकाे जिम्मा दिनुस्)
२) कमीशन आउदैन भनेर लाेभ नर्गनुहाेस् र कम्तिमा GDP काे १ % भएपनि हरेक वर्ष Research and Development मा लगानी गर्नुहाेस् , जुन अहिले हेर्दा 0.5% भन्दा कम छ (0.3% छ World Bank, 2010 त्यस यता update पाएन)।
३) देशमा वास्तवमै भलाे र विकास चाहानु भएकाे हाे भने विकासका जटिल विषयमा निर्णय जर्दा धेरैकाे पर्दैन १ वर्षमा १ जना मात्र सम्बन्धित क्षेत्रका प्रितिष्ठित विज्ञकाे (जस्तै Dr Govinda KC, Dr. Sanduik Ruit, Innov. Mahabir Pun, Scientist. Kapil Paudel ज्यूहरूकाे ) सल्लाह सुझाव सुन्दिनुस् जो मिडियामा दुखेसाे व्यक्त गर्नुका साथै देश बनाउन माैका नपाएकाे राेदन पाेख्नु हुन्छ, उनीहरूको भिजन प्रति पटक पटक हारगुहार गर्दा पनि तयाइहरू कहिले संवेदनशील हुनु भएन तथापी उहाँहरू आफ्नाे क्षेत्रमा मरिमेटि लाग्नु भइराखेकै हुनुहुन्छ ।
तपाइहरूलाइ जनि थाहा छ अमेरिका विज्ञहरूकाे साथ, सहयोग र साल्लाह विना यस्ताे शक्तिशाली प्रभाव भऐको देश बन्दैन थ्याे हाेला।
४) विदेशबाट आएकाे Remittence बाट मुलुककाे अर्थतन्त्रकाे मूख्य हिस्सा धानेकाे छ तर उनीहरूकाे रगत, पसीना कै कदर हुने नीति बनाउन खाेज्नु हुन्न, बेपत्ता हुदा मतलब गरीदिनु हुन्न, भएका नीति कानूनमा कार्यन्वयन भए नभएकाे संवेदनशील भएर निरीक्षण गर्न चासाे देखाउनु हुन्न । Census 2078 अनुसार 21 लाख भन्दा बढी नेपाली वेदेशिक राेजगारमा छन् । न मुलुकमा राेजगारीकाे याेजना कार्यक्रम छ न त विदेश गएर पढ्ने साथीहरूलाइ नेपालमा पढाै भनी रोक्न सक्ने बाटाे नै छ । Kathmandu Post काे हिजाेकाे समाचार लाइ आधार मान्दा विश्वविद्यालयमा पढ्ने करिक ४ लाख जना मध्ये १ लाख भन्दा बढी अथवा एक चाैथाइ भन्दा बढी विद्यार्थीहरू विदेशमा पढ्न गएका छन् । अवशर र शिक्षामा सुधार भएन भने याे शंख्या 25% बाट चाढै 50% पुग्न बेर लाग्दैन। बुढेशकालमा सहारा दिने काेही भेटिदैन सांसद माननीय ज्यूहरू । संसदमा उपस्थित भएर देश र जनताकाे नाउमा सपथ खाएकाे कुरालाइ स्मरण गरेर जनता सँग प्रतिज्ञा गरेका कुरा इमान्दारीता साथ पूरा गर्नुहाेस् । साेझा जनतालाइ पटक पटक नझुक्याउनुहाेस् । भन्न मन त कति छ कति तर कवि न भए पनि याे कविताबाट मेराे भनाइकाे सार बुझ्न काेशिस गर्नुहाेस् ।
म १ जना सचेत नेपाली नागिरक भएकाेले तथ्यमा रहेर ४ बुदा भएपनि १ भन्दा बढीकाे कुरा गरेकाे छैन ।
